I stand corrected Harry as this better quality photo shows, I don't have the gear to have a proper gander or the peepers.

Late edit; my best guess would be that the Ensign is flying from (bent on) the inboard halyard, on the inboard of the two shackles attached to that stbd box bar extending from be outboard panel of the sat dome mounting platform/base, (indicated by red/white arrow):-

Having found the ensign, [elsewhere Buntings agree a No.8 would have been swapped for a sea ensign due WX - wind condition but now want to know where the black ball is?

..... meanwhile however ;) I have also observed that she is flying her recently awarded 'Fleet Effectiveness Awards 19/20 pennant for Best Destroyer and Best Maritime Signals Intelligence' outboard of the Ensign see:-

Well David (and your Buntings elsewhere), back in 2014 "Armed Forces Day" - Dragon (D35) was filmed(video) at anchor in Plymouth Sound and the black ball was on a halyard on the port side.

Officer of the Watch Maneuvers &/or Tactical Comms training

HMS Severn
@hmssevern
Filling our bridge windows with the glorious sight of @HMS_Tyne.

This is a great opportunity to do some shiphandling and tactical comms training.

#OfficerOfTheWatchManoeuvres
#FamilyFeeling
#TriumphantTyne meets #MagnificentSevern

#SmallShipsBigImpact

-----------------------------------------------------------------------------

Followed by a few interesting 'attempts' at the Tactical Comms element of OOW maneuvers:-

Warrant Officer of the Naval Service @WOCarlSteedman·2h
Replying to @hmssevern and @hms_tyne
Unless I am mistaken - Formation one but who was the guide ??

HMS Severn @hmssevern·24m
Looks like it, but it's actually the final stages of a Form Foxtrot, with @HMS_Tyne
having steamed past Severn.

Paul Gower @paulGf185·1h Replying to @hmssevern, @NavyLookout and @hms_tyne
Not #OfficerOfTheWatchManoeuvers again must be scran time.

HMS Severn @hmssevern·26m
Fair one!
