Late edit; my best guess would be that the Ensign is flying from (bent on) the inboard halyard, on the inboard of the two shackles attached to that stbd box bar extending from be outboard panel of the sat dome mounting platform/base, (indicated by red/white arrow):-

Having found the ensign, [elsewhere Buntings agree a No.8 would have been swapped for a sea ensign due WX - wind condition but now want to know where the black ball is?

..... meanwhile however I have also observed that she is flying her recently awarded 'Fleet Effectiveness Awards 19/20 pennant for Best Destroyer and Best Maritime Signals Intelligence' outboard of the Ensign see:-

Well David (and your Buntings elsewhere), back in 2014 "Armed Forces Day" - Dragon (D35) was filmed(video) at anchor in Plymouth Sound and the black ball was on a halyard on the port side.
