Franco-Italian Horizon-class MLU moves forward

A formal contract for the mid-life upgrade (MLU) of the four Franco-Italian Horizon-class anti-air warfare (AAW) frigates is expected to be signed in the coming weeks, Fincantieri and Naval Group, operating under their 50/50 joint venture (JV) partnership Naviris, announced.

The pending deal follows a memorandum of understanding (MOU) signed by representatives from Italy and France at the Paris Air Show 2023 on 20 June.

Built under a joint programme between Fincantieri and Naval Group between 2000 and 2010 the Horizon class comprises two Forbin-class frigates operated by the French Navy and two Andrea Doria-class destroyers operated by the Italian Navy.

The MLU will cover the overall modernisation of the frigates, with a particular focus on the AAW capabilities (including the radars, weapons, and related command-and-control), the platform and combat system, and the electronic warfare (EW) system that will be common to both countries.

Lead Ship, AA Warfare Destroyer ITS Andrea Doria will undergo a massive Mid-life Upgrade later this year which will consist of the following:
Platform:
The IMPS (Integrated Platform Management System) will be replaced by an SMS (Ship Managament System) from Fincantieri’s SeasNavy family of Fincantieri NexTech, which is common to the units of the Legge Navale 2014 – the Paolo Thaon di Revel-class PPA, LHD Trieste, and Vulcano-class LLS. SMS utilizes distributed and multi-level architecture with considerably more advanced MPEV (Marine Portale EVolution) software.
The ships’ electrical wiring will be replaced with a new standard featuring greater fire resistance.
The ship’s CODOG propulsion machinery will undergo a complete overhaul, including an upgraded fuel injection system for the main diesel units, which will improve efficiency.
The four Isotta-Fraschini VL 1716 T2 ME (1.6 MW) diesel generators used to generate electricity for general use will be replaced by the more modern VL 1762 C2 ME model utilized by the PPA, which maintain the same output with less consumption and improved reliability. The entire electricity distribution system will be replaced.
Fuel purifiers, antifouling system, and bilge water separator will be replaced, while the water treatment system will be overhauled. Minor improvements to the detection and filtering systems of the ship’s NBC citadel will be made.
ROLE 1 hospital will be overhauled/modernized.
Portside boat bay will be upgraded to accommodate a 9.39-meter RHIB (vs the current 7.23-m models).
Combat System/Combat Management System:
Replacement of the Integrated Bridge System (IBS)
Replacement of the GEM SPN-753G(V) 10 navigation radar with the GEM Gemini-DB (X & Ka dual-band).
Replacement of the original CMS – SADOC 3 (ATHENA) with SADOC 4 (ATHENA Mk.2), common with the latest generation of Italian warships.
Replacement of the entire Radio & SATCOM suites, and M-DLP (Multi-Data Link Processor) for the integration of all data link systems, including Link 16 & 22.
Replacement of primary multi-function radar EMPAR (C-band, PESA) with Kronos Grand Naval/MFRA (C-band, AESA).
Replacement of S-1850M long-range volume search radar (L-band, PESA) withSMART-L MM/N (L-band, AESA), which also integrates a new generation IFF system.
New open-architecture fire control system for PAAMS (now evolved to PAAMS-NG). New MBDA universal fire unit ITR-A (Installation de Tir Reconfigurable – Aster), developed for the French FDI frigates and able to interface with all MBDA weapon systems.
Integration of Aster 30 Block 1NT/1NT EC Surface-to-Air Missile, which has greater effect range versus Aster 30 Block 0 & Block 1, and improved BMD capabilities to handle short and medium range Tactical and Anti-Ship Missiles.
Upgrade/replacement of the integrated EW suite SIGEN. This includes the replacement of the existing R-ESM system by the Thales Sentinel (developed for the FDI), and C-ESM and ECM systems by Elettronica’s Virgilius/Zeus integrated EW suite developed for the PPA ‘Full’.
Replacement of SCLAR-H decoy launchers with the ODLS 20 common to the late FREMM and newer platforms.
Replacement of Selex (now Leonardo) RAN-30X/I RASS 2D low-altitude surveillance system with Leonardo’s SPS-732(V)2, creating commonality with the late FREMM.
Replacement of Sagem Vampir NG IRST system with Leonardo’s SASS (Silent Acquisition & Surveillance System), common to the FREMM and carrier Cavour.
Refurbishment of Thales UMS 4110 CL hull sonar.
Work with regards to the anti-torpedo defense system (SLAT) as of yet undecided.
Replacement of NA-25X fire control directors for 76/62 Strales systems with the NA-20S Mk.2 (DBR, X & Ka-bands). This allows for guidance channels for DART beyond the on-mount antenna, improving capabilities against simultaneous or sequential attacks from the same threat vector.
Modernization of the launch systems for AShMs, integration of the Teseo Mk.2/E (Teseo EVO) to replace the Teseo Mk.2/A (Otomat Mk.2 Block IV).
