The UK Defense Intelligence Analyzes the Formation of the Dnipro River Flotilla to Bolster Control in Kherson

New unit aims to secure waterways and counter Ukrainian operations
On March 20, 2024, russian Defense Minister Sergey Shoigu announced the formation of the Dnipro River Flotilla and a boat brigade. This new formation will likely be responsible for securing the Dnipro waterways and islands that separate russian and Ukrainian controlled Kherson. It is a realistic possibility the Dnipro Flotilla will be subordinate to the Dnipro Group of Forces, which combined the Zaporizhzhia and Dnipro Group of Forces in February 2024, the UK Defense Intelligence reports.

Russia likely wants to prevent and deny Ukrainian cross river operations, such as the operation to establish and maintain the Krynky bridgehead. Russian and Ukrainian forces have both lost large numbers of personnel and equipment in exchanges on Krynky. On March 17, 2024, Ukrainian forces in Krynky reported repelling the 810th Guards russian Naval Infantry Brigade in the area.

Britain's nuclear weapons protect us from similarly armed nations. The concept of Mutually Assured Destruction (MAD) has kept the peace since 1945 with no major land war in Europe. It's vital that we remain committed to our deterrent. But Russia's invasion of Ukraine shows what happens if you don't also maintain credible conventional forces. We were never going to resort to nuclear weapons to force Putin out of Ukraine. But neither we nor Ukraine possessed sufficient conventional mass to prevent the loss of its territory in the first place. As two years of war have shown, once an aggressor seizes your territory, it's extremely difficult and costly to re-capture it. While we now have to ensure that Ukraine prevails, we also need to deter further Russian aggression elsewhere in Europe. This is why UK defence spending must be increased. If we don't do this, we are effectively saying that unprovoked aggression is fine. Other autocratic régimes will take note.
